Can a Company pay Holiday Pay to direct employees but none to Agency employees?

    Of course there’s no such law. One employee works for Company A, another works for Temp Agency or Contractor B. A is only liable to its own employees for whatever contractual terms it agreed to with them. B is only liable to its own employees for whatever contractual terms it agreed to with them, even if they do work at Company A under a contract between Company A and Agency B. Neither A nor B have to pay the same as those who across the street at Company C, either.
